Administrator Certification Section

The Administrator Certification Section (ACS) is a legislatively mandated program designed and intended to upgrade the knowledge and educational levels of persons currently employed as administrators and persons wishing to become administrators of Residential Care Facilities for the Elderly (RCFE), Adult Residential Facilities (ARF), and Group Homes (GH) through a certification process. Administrators are individuals designated by licensees to act on behalf of the licensee in the overall management of their facilities. Licensees and administrators may be one and the same person. The ACS is also legislatively mandated to approve/disapprove all vendors of 35/40 hour initial and continuing education training programs, which includes courses and instructors.

The ACS is administered through the Community Care Licensing Division, Central Operations Branch, Program Support Bureau, ACS located in Sacramento, CA. The ACS is comprised as follows:

1. The Certification Unit screens RCFE, ARF and GH applications to issue certificates to administrators. This includes processing fees, fingerprints, tests and results, certificates for continuing education hours, and searching the Licensing Information System (computer database) for criminal record clearance and compliance information. This unit is also responsible for processing incoming/outgoing mail, responding to written inquiries, and updating certification records in the computer database providing ad hoc reports to management.
2. The Vendor Unit reviews and approves vendors, instructors, and the training courses they offer by referencing to statute, regulations, and policy. This includes responding to telephone and written inquiries, updating vendor records in the automated computer database, and auditing classroom instruction while in session.
